The ruling Grand National Party decided in its senior officials' meeting to maintain a one-man， two-vote system in electing its new chairman early next month. The party's standing national committee， held Tuesday at the Air Force Club， voted unilaterally to drop the one-man， one-vote system earlier suggested by the emergency policy committee last week. The committee holds the right to draw up the party constitution and to revise the party regulations.
여당인 한나라당이 당 간부 회의에서 다음 달 초 신임 당대표 선출에서 1인2표제를 유지키로 결정했다. 화요일 공군회관에서 열린 한나라당 상임전국위원회는， 지난주 비상대책위원회가 먼저 제의했던 1인1표제를 폐지한다는데 일방적으로 표를 던졌다. 상임전국위원회는 당헌 제정과 당규 개정 권한을 가지고 있다.
"A majority of the respondents answered through our survey that the current voting system should be maintained，" said Lee Hae-bong， chairperson of the committee. The issue of whether or not to include public poll results in the chairperson election， however， was left to a subordinate committee， which was held later in the afternoon， according to officials.
이해봉 상임전국위원장은 “응답자 과반수가 설문조사를 통해 현행 투표제도가 유지돼야 한다고 답했다，”고 말했다. 그러나 여론조사 결과를 당대표 선거에 포함시킬지 여부에 대한 문제는 오후 늦게 열린 산하 위원회로 넘어갔다.
It was the claim of the emergency policy committee that a two-vote system is no longer necessary as the electorate pool population has reached the 210，000 level and the chances of electoral bribery have fallen significantly. Also， the large number of in-party voters will also guarantee the objectivity of the election， chairperson Chung Ui-hwa said.
선거인단이 21만명 수준에 달했고 선거에서 뇌물수수 가능성이 상당히 줄었으므로 2표제가 더 이상 필요없다는 것이 비대위의 주장이었다. 또한 다수의 당내 유권자들 역시 선거의 객관성을 보장할 것이라고 정의화 위원장은 말했다.
However， first-term and reform-minded lawmakers said that the suggested system will only advantage those candidates who stick to a specific faction. Also， without public poll results， the election may come down to an internal power game among high-ranking lawmakers， they claimed. "Public polls are a minimum measure to reflect the general voters' views and sentiment，" said Rep. Kim Chung-kwon， leading member of the in-party reformative group.
그럼에도 불구하고 초선의 개혁성향 의원들은 제안된 제도가 특정 계파에 연연하는 후보들에게만 유리할 것이라고 말했다. 또한 여론조사 결과 없이는 당대표 선거가 중진 의원들 간의 내부 권력 다툼으로 전락할 수도 있다고 이들은 주장했다. 당내 개혁성향 모임의 간사인 김정권 의원은 “여론조사는 전체 유권자들의 시각과 정서를 반영하는 최소한의 장치다，”라고 말했다.

In the party's general meeting， held earlier on Tuesday morning， lawmakers failed to reach a consensus， though a majority spoke in favor of the one-man， one-vote. Opinions were mostly divided between the so-called pro-Lee Myung-bak members and the pro-Park and other groups.
