And Mr. Kim should understand that securing this type of normal relationship with the United States, with inherent security assurances, is achievable only if he abandons his nuclear weapons and facilities.

그리고 미국과 이런 유형의 관계정상화 및 그에 내재한 안보를 보장받는 것이, 오직 그가 핵무기와 핵시설을 포기할 경우에만 달성가능하다는 점을 김정은이 이해해야 한다.

If, however, Mr. Kim believes normalization of relations with the United States is possible without having to abandon all nuclear weapons and facilities, then it’s a no-brainer ― that’s what he’ll pursue. And that’s likely what his senior advisers are telling him to pursue, arguing that the United States wants a deal and will relent, as they did with Pakistan, and eventually accept North Korea as a nuclear weapons state.

그러나 만약 김정은이 모든 핵무기와 핵시설을 어쩔 수 없이 포기하지 않고도 미국과의 관계정상화가 가능하다고 믿을 경우 그 길을 따를 것이라는 것은 짐작하기 어렵지 않다. 그리고 그의 고위 보좌관들이 미국은 파키스탄과 그랬듯이 협상을 원하고 입장을 누그러뜨려 결국은 북한을 핵무기 보유국으로 인정할 것이라고 주장하며 김정은에게 그 길을 따르라고 말할 가능성이 있다.

De facto acceptance of North Korea as a nuclear weapons state would be a nuclear proliferation nightmare. Other countries in the region, definitely to include South Korea and Japan, will feel the need to acquire their own nuclear “deterrent,” regardless of U.S. extended nuclear deterrence commitments.

북한을 핵무기 보유국으로 사실상 받아들이는 것은 악몽 같은 핵확산을 초래할 것이다. 분명히 한국과 일본을 포함한 역내의 다른 나라들이 미국의 확장된 핵 억지력 약속과 상관없이 자체적인 핵 “억지력” 취득의 필요성을 느낄 것이다.

This could then incite a nuclear arms race in the region, with other countries seeking their own nuclear deterrent. Also, the proliferation of nuclear weapons and/or fissile material to rogue states or non-state terrorist organizations is another possibility that will endanger the region and beyond.

이는 이어 역내에서 핵무장 경쟁을 부추겨 다른 국가들이 자국의 핵 억지력을 추구하도록 만들 수 있다. 또한 핵무기 혹은 핵분열 물질이 불량국가들이나 혹은 비국가 테러집단들로 확산되는 상황이 동북아시아 및 그 너머 지역을 위협하게 될 가능성 역시 있다.

A freeze (or halt) to all nuclear tests and fissile material production, and a moratorium on all missile launches, as part of a comprehensive denuclearization agreement with North Korea would be a historic accomplishment. President Trump’s two summits and his DMZ meeting with Mr. Kim made it now possible to secure a comprehensive nuclear agreement with North Korea, something that has eluded us for the past 25 years.

북한과의 포괄적인 비핵화 합의의 일부로 모든 핵실험 및 핵분열 물질 생산을 동결 혹은 중단하고 모든 미사일 발사를 일시중지하는 것은 역사적인 성취가 될 것이다. 트럼프가 김정은과 두 차례 정상회담을 하고 비무장지대에서 회동함으로써 이제 북한과의 포괄적인 핵 협정을 실현할 수 있게 되었다. 이는 지난 25년 동안 우리가 이루기 어려웠던 업적이다.

Equally important will be making it abundantly clear that the United States will never accept North Korea as a nuclear weapons state.

미국은 북한을 핵무기 보유국으로 결코 받아들이지 않을 것이란 점을 아주 분명하게 밝히는 것이 마찬가지로 중요할 것이다.
